International development agency GTZ is jointly working with the Government of Lao PDR to improve the institutional, regulatory and human resource conditions for private sector and small and medium enterprise development in Laos. One of the ways in which GTZ ascertains the impact of its programmatic efforts and captures change in the business enabling environment, is through its Enterprise Survey. EMC was asked by GTZ to analyze its 2007 Enterprise Survey data and report on the findings. |

The Export Market Access Fund (EMAF) is a $1.6M co-financing facility established to support Cambodian businesses and associations to increase export sales. EMAF provides financing to help cover the costs of the full set of eligible activities necessary to sell into export markets and increase competitiveness – from supporting research on new potential markets, to helping pay for attendance at key trade shows, or by helping to achieve required export certifications.

Assessing Index-Based Weather Insurance Feasibility |
The Commodity Risk Management Group wanted to evaluate the commercial and technical feasibility of introducing an index-based weather insurance product in Cambodia, that would help farmers and other value chain participants transfer the substantial risks associated with flooding and drought to international markets. This innovative approach potentially mitigates many of the challenges of traditional insurance in low-income contexts, such as those driven by asymmetric information and the high transaction costs of loss adjustment.

Seeking Opportunities in the Cassava Value Chain |
Cassava has been identified as a high potential crop for Cambodia’s farmers. Double-digit demand growth, relatively low investment costs, and soaring cassava starch prices had stimulated smallholder interest and an upsurge in production. The Royal Government of Cambodia’s Ministry of Commerce (MoC) and the United Nations Development Program (UNDP) asked EMC to perform a value chain analysis and country-wide diagnostic of the cassava sector, to better understand the market and to strengthen competitiveness.
